Position Summary:

Reporting to the CAO, Division of the Vice-President and Provost, the Senior Business Officer (SBO) is responsible for the day-to-day management of the overall financial, human resources, technical, and administrative services for senior executive client groups assigned. This involves advising unit leaders on a variety of complex financial and human resources issues, overseeing facility needs, ensuring compliance with the university’s Guide to Financial Management, evaluating financial objectives, preparing and providing advice regarding the department budget, analyzing financial reports, and preparing explanations for budget variances.


Based on knowledge of university HR policies and collective agreements, the incumbent provides advice and support to staff within the client group on issues related to human resource administration and makes recommendations to management on related matters.


The SBO manages processes related to daily operations of executive client groups assigned, ensuring compliance with established policies. The incumbent independently works to solve problems and determine when to escalate to a higher authority.


Additionally, the SBO works directly with the CAO, Division of the Vice-President and Provost, supporting the management of Principals and Deans (P&D) appointment conditions, including salary administration and the funding of stipends, supplements, and allowances. The SBO provides support for the P & D Allowances Fund and other central funds as may be required. The SBO reviews and coordinates executive-level approval of all senior leadership expense claims assigned.


The incumbent is required to exercise a high degree of sensitivity, responsiveness, and confidentiality regarding all aspects of the operations.

Minimum Qualifications Required:


Education:

  • Degree in business or equivalent combination of education and experience.


Experience:

  • Ten (10) years of complex administrative and financial accounting experience, preferably in a university environment;
  • Experience with HR management in a unionized environment;
  • Thorough knowledge and understanding of university budget process, procurement policies, financial, HR and administrative policies and relevant provincial procurement legislation and university policies;
  • Demonstrated experience supporting executive-level leaders in a fast-paced environment requiring the highest degree of discretion, tact, judgment, and confidentiality.

Skills:

  • Exceptional oral and written communication, interpersonal, organizational and time management skills;
  • Strong computer skills with a high level of proficiency in spreadsheet applications and a good knowledge of word processing software;
  • HRIS and FIS experience required;
  • Demonstrated experience in financial management.


Other:

  • Excellent knowledge of budget and internal control procedures;
  • High degree of political acuity and judgment;
  • Ability to deal with senior university officers and staff in a manner which engenders support and cooperation;
  • Demonstrated ability to work independently with a high degree of initiative as well as the ability to work collaboratively;
  • Attentive to detail and accuracy;
  • Demonstrated ability to deal with individuals who are upset/angry with grace and a positive problem-solving orientation;
  • Ability to maintain strict standards of confidentiality;
  • Must be able to summarize information and provide a rationale for action with an ability to clearly organize and communicate financial information to non- financial staff at all levels;
  • Outstanding commitment to client service.
