SENIOR PROGRAM MANAGER
INVEST OTTAWA – OPERATIONS

Invest Ottawa is seeking a Senior Program Manager to lead the oversight, reporting, and administration of complex, government-funded programs from inception through to completion.
This role plays a critical part in ensuring programs are delivered on time, on budget, and in alignment with funder agreements and organizational priorities. You will oversee multiple concurrent programs, working closely with Project Leads, Directors, Finance, and Executive Leadership to manage performance, mitigate risk, and ensure accurate against key performance indicators (KPIs). As part of the Corporate Services team, you will also contribute to strengthening internal operations through process improvements, policy development, and effective contract management.

The ideal candidate is a program leader who thrives in ambiguity, can balance multiple reporting, compliance, and stakeholder priorities in parallel, and brings a structured, proactive approach to managing large-scale initiatives and programs.

Work Model: 10 days per month required in-office at Bayview Yards and AreaX.O
Corporate Pay Band E: $91,200 - $136,800

Hiring Salary Range: $91,200 - $125,400 (Segment 1- Segment 2)
Reason for Opening: Backfilling a position.

WHAT YOU WILL BE DOING

Program Oversight, Reporting & Compliance

  • Lead the planning, oversight, and administration of multiple government-funded programs, ensuring alignment with organizational objectives and funding agreements
  • Oversee program performance, tracking progress against KPIs, milestones, budgets, and deliverables
  • Establish and manage program governance structures, ensuring appropriate oversight and accountability
  • Evaluate and manage changes to scope, timelines, and budgets from a reporting, compliance, and governance perspective.

Stakeholder Management & Communication

  • Build and maintain strong relationships with funders, partners, and key stakeholders
  • Collaborate cross-functionally with Finance, Project Leads, and senior leadership to align priorities and execution
  • Lead the development of program plans and reports, integrating timelines, deliverables, budgets, and interdependencies
  • Provide regular updates, status reports, and briefings to internal and external stakeholders
  • Ensure leadership is informed of key decisions, risks, and changes requiring escalation
  • Owns senior level analysis and recommendations for assigned programs, driving work to a decision-ready state and clearly articulating trade-offs, risks, and proposed paths forward.

Financial & Compliance Oversight

  • Develop and manage program budgets, forecasts, and financial claims in collaboration with Finance
  • Ensure compliance with contribution agreements, regulatory requirements, and internal policies
  • Maintain oversight of financial performance and reporting across multiple programs

Risk Management & Problem Solving

  • Identify program risks and challenges, working with project leads to develop mitigation strategies
  • Make recommendations to senior leadership regarding risk mitigation and alignment of programming with strategic objectives, including timely escalation of risks, dependencies, scope changes, or compliance ambiguities, and clear prioritization across competing initiatives, deadlines, and risks.
  • Analyze large volumes of data and information to support decision-making in complex, evolving environments
  • Implement corrective actions to ensure successful program outcomes

Process Improvement & Policy Development

  • Contribute to the development and refinement of internal processes, policies, and best practices
  • Identify opportunities to improve operational efficiency and program delivery
  • Support the development and review of agreements and internal processes under the guidance of the Senior Director

WHAT YOU HAVE ACCOMPLISHED/GAINED THROUGHOUT YOUR CAREER :

  • Undergraduate degree in Business Administration, Commerce, or a related field, or equivalent combination of education and work experience
  • Minimum 7 years of progressive experience, ideally within a government-funded or public sector organization, with demonstrated understanding of regulatory and compliance frameworks.
  • Demonstrated ability to prioritize effectively across multiple concurrent programs, deadlines, and stakeholder demands.
  • Demonstrated ability to integrate risk management practices within project management frameworks.
  • Strong analytical skills with the capacity to interpret large volumes of data and information, and to formulate timely, well-founded conclusions and recommendations.
  • Proficiency in reviewing and analyzing funding agreements, with the ability to draw actionable conclusions and recommendations in complex and evolving contexts.
  • Proven experience in project management, including the ability to concurrently manage multiple projects, develop proposals, and oversee the financial administration of multi-million dollar initiatives.
  • Effective team collaboration skills, with a demonstrated ability to work constructively within diverse groups.
  • Advanced problem-solving abilities, with a track record of identifying issues and implementing effective solutions.
  • Sound professional judgment, including the ability to make decisions and recommendations with incomplete or evolving information.
  • Ability to work at a sustained pace while maintaining quality, accuracy, and compliance across competing priorities.
  • Professional Designation (PMP) and or Masters degree in a relevant field considered an strong asset
  • Proficient in the use of Windows operating systems and business software applications, including MS Word, PowerPoint, Excel, and CRM platforms.
