This position is responsible for leading the development, implementation, and support of the City’s Geographic Information System (GIS) and its integration with enterprise software systems. The role involves managing GIS infrastructure, performing advanced spatial analysis, developing and maintaining geospatial data, and creating web mapping tools. The incumbent collaborates with stakeholders to design geospatial solutions, oversees the management of 911 address databases and utility systems, and ensures effective coordination with internal departments and external organizations. This position requires advanced knowledge of GIS technology, enterprise database management, system integration, and project management.Applicants are required to attach a resume.
ESSENTIAL FUNCTIONS:
Works with City staff in the development of GIS databases, including spatial data design, collection, development, and editing.
Provides technical support for GIS users in multiple departments throughout the organization.
Utilizes Esri’s ArcGIS Enterprise and Microsoft SQL Server to manage and maintain spatial databases.
Writes scripts or processes to perform routine data maintenance and other tasks.
Represents the City and coordinates with other agencies in the development of data standards.
Prepares high-quality maps and other exhibits in digital and hardcopy formats.
Creates and maintains documentation related to job functions.
Performs other duties as assigned.
SPECIFIC FUNCTIONS: Senior Systems Analyst – GIS
Serves as a team contributor and provides support to other GIS team members.
Leads and manages GIS-specific projects and supports land development or utility planning processes.
Coordinates with developers, citizens, consultants, engineers, and businesses on GIS-related activities.
Provides mapping support, prepares graphical exhibits, and performs spatial analysis for planning reviews.
Assigns street addresses for 911 systems and asset management IDs for the Asset Management system.
Performs spatial analysis using ArcGIS Pro tools such as geocoding, network analysis, and complex queries.
Assists in internal/external requests for spatial data and map products.
Utilizes ArcGIS field tools such as Survey123 and ArcGIS Field Maps.
Manages basic relational database tasks and supports 911 address databases.
SPECIFIC FUNCTIONS: Lead Systems Analyst – GIS
Leads advanced technical staff and manages enterprise GIS infrastructure and systems.
Collaborates with the GIS Supervisor on the most technical GIS projects and processes.
Leads and manages system integrations involving Esri, FME, and Asset Management software.
Maintains standardized server and database configurations and executes change controls.
Operates and manages departmental database and server environments, including setup, implementation support, monitoring, and tuning.
Develops and troubleshoots GIS web services and applications using ArcGIS Enterprise and ArcGIS Online.
Implements, maintains, and troubleshoots departmental servers.
Monitors system activity, performance, and reporting to identify opportunities for improvement.
Assists with system administration duties, including troubleshooting, documenting problems/resolutions, upgrades, and liaison responsibilities.
May plan, assign, and supervise the work of others.
Coordinates and performs GIS-related training for users.
MINIMUM QUALIFICATIONS:
Education, Training, and Experience
Bachelor’s Degree in GIS, Geography, Information Technology, or a related field.
Education or experience may substitute for minimum qualifications.
Senior Systems Analyst – GIS:
Education or experience in Urban and Regional Planning or Civil Engineering is also acceptable.
Lead Systems Analyst – GIS:
At least three (3) years of relevant GIS experience, including enterprise GIS management and database administration. Work experience may substitute for up to 30 semester hours of education (max 2 years).

Interpreting and troubleshooting GIS-related issues.
Effective collaboration across departments and agencies.
Ability to analyze complex problems and deliver scalable solutions.
GIS principles, cartography, and geographic coordinate systems.
ESRI ArcGIS software suite including ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise.
Relational database systems including Microsoft SQL Server.
Scripting and programming languages such as Python and JavaScript.
Project management and research techniques.
Local government operations and public service delivery.
Senior Systems Analyst – GIS:
Geocoding, network analysis, and address management for 911 systems.
Land records, plats, and survey data interpretation.
Document management systems (e.g., Laserfiche).
Basic statistics for geographic analysis.
Field data collection tools and GPS devices.
Lead Systems Analyst – GIS:
Multi-system integration and enterprise software interoperability.
Server/network administration, ports, firewalls, and web services.
ETL tools such as FME.
Utility Networks in ArcGIS.
Advanced troubleshooting of GIS systems and services.
LICENSES AND CERTIFICATIONS:
Valid Class C Texas Driver’s License
Senior Systems Analyst - GIS: Certifications are preferred but not required.
Lead Systems Analyst - GIS: GIS Professional (GISP) Certification or Esri Technical Certification.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Primarily office work with occasional fieldwork in varying weather conditions. Requires physical abilities including standing, sitting, walking, lifting, vision, hearing, and speaking.
Successful candidates must pass an FBI fingerprint-based background check
HIRING RANGE:
Senior Systems Analyst - GIS: $79,417.00 - $99,486.40, annually.
Lead Systems Analyst - GIS: $83,382.52 - $104,457.60, annually.
